With the completion of North and South Halls in 1873, the university relocated to its Berkeley location with 167 male and 22 female students.The first female student to graduate was Rosa L. Scrivner in 1874, admitted in the first class to include women in 1870.
Beginning in 1891, Phoebe Apperson Hearst funded several programs and new buildings and, in 1898, sponsored an international competition in Antwerp, Belgium, where French architect Émile Bénard submitted the winning design for a campus master plan.
